Five phases in the Performance Measurement process:
- Strategic alignment: mission, programs, outcomes, measurement
- Outcome-based measurement design (may incorporate Return on Investment analysis)
- System Design for Data collection, Analysis & Reporting
- Communication of findings
- Meaningful incorporation of findings into system and/or program improvement
